Temporary fuel levy
Panel Arrangement Agreements that have been varied by agreement between Council and suppliers are able to apply a temporary fuel levy to quotes and invoices for works. The current levy applicable for the week Saturday 13 June to Friday 19 June 2026 is 4%, based on the following scheduled levy rates:

* Rounded from the nearest Brisbane's average terminal gate price - Australian Institute of Petroleum, as of the Friday preceding the date of the quote or works invoiced. For example, if the Fuel Price on the preceding Friday was between $2.401 to $2.50, the Risk Share Fuel Levy would be rounded down to the $2.40 levy of 8%; alternatively, if the Fuel Price was between $2.501 to $2.599, the Risk Share Fuel levy would be rounded up to the $2.60 levy of 10%.
Road Transport Contractual Chain Order - Fuel Cost Recovery - 2026 (Order)
Council acknowledges the Road Transport Contractual Chain Order - Fuel Cost Recovery 2026 (the Order) issued by the Fair Work Commission, effective from 21 April 2026. This means the Risk Share Fuel Levy will no longer apply to road transport contractors only, with Full Cost Recovery now applied, as the Order overrides any other arrangements currently in place.
Council will administer this full cost recovery using the following Full Cost Recovery Fuel Levy formula based on dates outlined in the Order:
Fuel Levy % = ((Current Fuel price* - Base Fuel Price*)/Base Fuel Price*) x Fuel as % of costs
Base fuel price* is diesel fuel price at 6 March 2026, ex Brisbane Terminal Gate = $1.857
Fuel as estimated % of costs = 32.5%**
*Australian Institute of Petroleum - Brisbane's average terminal gate price
**This percentage is estimated by Council through industry analysis. If road transport contractors believe this percentage does not reflect their situation, please contact Council's Procurement team using the email address info@wdrc.qld.gov.au.

Road transport contractors are requested to apply these rates on the same basis as the Risk Share Fuel Levy (with the rate determined by rounding to the nearest $0.10 increment), with Council to update the rate weekly.
What are Council's Panel Arrangements?
A panel arrangement is a way to procure goods or services regularly acquired by entities. In a panel arrangement, suppliers have been appointed to supply goods or services for a set period of time under agreed terms and conditions, including agreed pricing.
Council procures large volumes of goods, services and works through Panel Arrangements, which include the following categories:
- Engineering & Associated Services
- Plant & Equipment Hire
- Traffic Control Services
- Trade Services, including:
- Electrical, Data Cabling, Air Conditioning & Refrigeration trades
- Plumbing trades
- Landscaping, Gardening & Arboriculture
- Yellow & White Fleet servicing trades
- Plant & Fleet Procurement, including:
- Transport Plant & Equipment
- Earthmoving Plant & Equipment
- White Fleet
- Chemical Supplies
- Road Construction Services, including:
- Civil Construction
- Road Stabilisation
- Bitumen & Asphalt
Council has significant interest in streamlining procurement through self-managed Panel Arrangements, meaning engagement with business and industry efficiently and effectively.

Apply to a Panel Arrangement
At its Ordinary Meeting held on Thursday 18 September 2025, Council resolved to adopt a new Tender Consideration Plan to guide the establishment of updated panel arrangements for the period commencing 1 January 2026 through to 28 February 2031. This plan has been developed in accordance with Section 230 of the Local Government Regulation 2012 (Qld) and reflects Council’s commitment to ethical procurement, value for money, and continuity of service delivery.
Tender documentation is currently being finalised and will be distributed to continuing contractors prior to 31 December 2025.
New applicants will need to submit a formal tender via Council’s Current Tenders webpage once the new panels open on 1 January 2026.
