Council is dedicated to empowering not-for-profit community organisations across the Western Downs, recognising their vital and lasting impact on local communities.

The Community Tenure Strategy 2025-30(PDF, 28MB) aims to provide clear guidance and inform future policy decisions regarding the use of Council-owned facilities and land by these organisations. It seeks to balance support for community groups who play a key role in enhancing the region’s liveability, with the need for responsible and sustainable management of public assets.

Why do I need an agreement?

An agreement is important because it sets out a shared understanding between your organisation and Council about how a Council-owned facility or piece of land will be used.

It helps to:

  • Provide clarity – so everyone knows their roles, responsibilities, and expectations
  • Support your organisation – by giving you security of tenure and helping with planning and funding
  • Protect community assets – by ensuring they’re used fairly, safely, and sustainably
  • Align with Council’s goals – like those in the Community Tenure Strategy 2025–30, which supports not-for-profits while managing public spaces responsibly

Are there any fees?

No ongoing costs apply.

Organisations with an agreement do not need to pay any facility hire fees. Once tenure is granted, your use of the space is covered under the agreement, no extra charges involved.

What are the clubs' rights if Council fails to adhere to the agreement?

A tenure agreement protects both Council and clubs.

It’s not just about setting rules, it’s about creating a fair and transparent partnership. If Council doesn’t meet the terms of the agreement, clubs have the right to raise their concerns. These agreements help ensure that both parties are accountable and treated fairly.

Can I still invest and make improvements to the facility?

Yes, you can still invest in and improve the facility.

Clubs and community organisations are encouraged to take pride in their spaces. If you’d like to make improvements such as upgrades, renovations, or new installations complete the Landowners Consent Form. This ensures the changes are safe, suitable, and align with the terms of your agreement.

Council values your commitment and wants to support improvements that benefit both your organisation and the wider community.

What are my reporting obligations once I have an agreement with Council?

As stated in the Community Tenure Strategy(PDF, 28MB), Community Groups who are eligible for tenure will supply council with the following information:

  • Monthly Utilisation Data.
  • A copy of the Association's Constitution.
  • A copy of the group's Certificate of Currency (COC) $20 million Public Liability insurance annually.
  • A copy of the group's Annual General Meeting (AGM) minutes. 
  • Any committee member changes & their contact details. 

To make any changes to Council owned or controlled land and or building, groups must complete a Landowners Consent Form(PDF, 198KB).

Community Groups are to maintain a maintenance log of all their maintenance works completed.
