Personal Appearance Services
Hairdressing, beauty therapy or a skin penetration activity such as tattooing and body piercing are known as High Risk Personal Appearance Services and require a business licence from Council prior to providing these services.
High Risk Personal Appearance Services - Skin Penetration Establishment
Personal appearance services that involve any form of skin penetration is classed as a 'higher risk personal appearance service'. Examples of higher risk personal appearance service include:
- body piercing, other than closed ear or nose piercing
- implanting natural or synthetic substances into a person's skin, e.g. hair or beads
- scarring or cutting a person's skin using a sharp instrument to make a permanent mark, pattern or design
- tattooing (including cosmetic tattooing or semi-permanent marking.
Employees who deliver high risk personal appearance services are required to complete an Infection Control qualification with an accredited training provider, a copy of your Statement of Attainment must be provided with you licence application to Council.

Non-higher Risk Personal Appearance Services
Hairdressing, beauty therapy or skin penetration e.g. closed ear or nose piercing is a non-higher risk personal appearance service and does not require a licence from Council.
