Housing and Land Incentive

Western Downs Regional Council has increased its Housing and Land Incentive to $5 million. Designed to encourage residents and developers with a vision to construct units or subdivide land to bring their projects to reality, this incentive will stimulate construction by offering generous application fee discounts and discounted infrastructure charges to approved developments across the region.

The Incentive is not in the form of additional expenditure for Council but will rather operate as revenue forgone.

The Housing and Land Incentive is designed to be applicable across the Western Downs Region to make developing and subdividing in key areas more attractive.

Key Updates:

  • Increasing Incentive from $1 million to $5 million.
  • Extended timeframe - a further 18 months to 31 December 2025.
  • Expanded eligibility, to remove restrictions relating to flood hazard categories and transportable dwellings.
  • Explicit inclusion of retirement facilities (these were already eligible in the original policy as a 'multiple dwelling').
  • Removing a restriction on the reservation of the incentive at the commencement of the development process. This will allow for the reservation of 50% of the incentive prior to construction, with the balance being available on a 'first in, first served' basis.
  • 100% discount on costs of undertaking a flood study (up to $10,000 per application).

Eligible applications:

  • Dual Occupancy (Duplex)
  • Multiple Dwellings (3 or more units), including Retirement Facilities
  • Subdivisions (Sliding scale for number of lots)
