Council adopts 2015/16 Budget

At its special Budget Meeting today, Western Downs Regional Council adopted its 2015/16 Budget and Operational Plan.

Mayor Ray Brown described the budget as a balanced and responsible one that renews Council’s focus on delivering essential services following the completion of the extraordinary flood reconstruction projects that have been ongoing since 2010/11.

“This budget continues balancing Council’s commitment to delivering quality services to all Western Downs communities with financial accountability and sustainability, whilst dealing with the opportunities and challenges associated with resources sector development and the associated downturn.

“Although it’s back to ‘business as usual’ delivering essentials services in roads, bridges and stormwater, the sustainable growth of essential infrastructure will continue in water, wastewater and waste.

“Each year the demographic and economic profiles of our towns continue to change. More recently there has been a decline in the rate of growth experienced in Miles, Wandoan and Chinchilla, as well as land valuation increases and decreases as a result of economic activity associated with the energy sector. The challenge for Council is to manage operations to ensure sustainability in an environment where future revenue streams are unlikely to match those of the past.

“Despite the challenges, Council has delivered a balanced and responsible budget that predicts a small operating surplus of $155K. Operating surpluses contribute to Council’s ability to fund the replacement of its assets at the rate at which they are consumed, a key indicator of financial sustainability moving forward.

“By ensuring that essential services and infrastructure is provided as a value for money proposition for ratepayers, the 2015/16 Budget demonstrates Council’s mature approach to financial management. By ensuring it has the capacity to pay for the delivery of essential projects and services to our communities; Council is ensuring the prosperity of our region into the future.”
